「2026-2030 한-멕시코 공동행동계획」

대한민국 이재명 대통령의 멕시코합중국 국빈방문 계기, 이재명 대통령과 클라우디아 셰인바움 파르도 멕시코합중국 대통령은 2026년 9월 24일 정상회담을 갖고 다음과 같이 합의하였다.

협력 메커니즘

a. 다자회의 계기에 고위급 회담을 포함하여 정례적인 고위급 교류를 촉진한다.

b. 양국 외교부 간 차관급 고위 정책협의회를 정례적으로 개최한다.

c. 경제·과학·기술협력 공동위원회 회의를 재개하고, 2027년 한국에서의 회의를 시작으로 외교부 차관보급에서 회의를 매년 개최한다.

d. 고위관리회의, 외교장관회의, 정상회동에 이르기까지 믹타(MIKTA) 각급에서 활발한 참여 등을 통해 글로벌 도전과제 대응 및 다자주의 강화를 위한 협력을 더욱 증진한다.

e. 멕시코가 아시아태평양경제협력체(APEC) 의장국을 맡는 2028년 APEC AI 이니셔티브의 이행 지원을 위해 중간 점검을 실시하는 등 APEC 내 협력을 강화한다.

f. 2028년 한국의 G20 의장국 수임과 2029년 멕시코의 G20 의장국 수임 추진을 염두에 두고, G20이 국제경제협력을 위한 최고의 협의체로서 계속 발전할 수 있도록 G20 내에서의 조율과 협력을 강화한다.

무역, 금융, 투자, 개발 협력

a. 양국 간 협력 강화와 투자 증진에 주안점을 두고, 상호 이익을 바탕으로 양자 경제협력 관계를 한층 강화한다.

b. 대한민국 정부와 멕시코합중국 정부간의 투자의 증진 및 상호보호를 위한 협정 개정 협상이 성공적으로 타결된 것을 환영하고, 향후 제반 절차 마무리 및 서명을 위해 노력하여, 투자 증진을 위한 제도적 기반을 강화한다.

c. 한국수출입은행과 멕시코 대외무역은행 간 최대 미화 1억 불 규모의 은행 간 전대금융 설립 논의 개시를 포함한 금융협력을 강화한다.

d. 2027년 하반기 한-멕시코 국제개발협력포럼을 신설하여, 양국의 개발협력정책상 공동의 우선순위를 논의하고 중남미 지역 내 전략적인 실무 차원의 협력 방안을 모색한다.

e. 한국 지식재산처와 멕시코 산업재산청 간 지식재산권 데이터 교환을 위한 실무 방안을 논의한다.

f. 한국 지식재산처의 해외지식재산센터와 멕시코 산업재산청 간 세미나 개최를 포함 하여 위조상품과 진품 구별을 위한 양자 간 노력을 지속한다.

g. 한국 관세청과 멕시코 관세청 간 실무작업반 설치를 포함하여 우범 화물에 대한 위험정보 교환과 AI 기반 세관행정 분야의 지식 및 경험 공유를 증진한다.

h. 멕시코 국제개발협력청과 한국 수자원공사 간에 더욱 긴밀한 소통을 통해 물 분야에서의 양자 협력을 강화하고, 상호 관심이 있는 영역에서의 지식 공유, 역량 강화, 잠재적 공동 프로젝트 모색을 촉진한다.

AI 및 우주

a. 한국 행정안전부와 멕시코 디지털전환통신청 간 모범 사례 공유, 전문가 교류, 정책협의, 기술지원 등의 활동을 통해 AI 및 디지털정부 분야에서 협력을 추진한다.

b. 한국 지식재산처와 멕시코 산업재산청 간 AI 관련 특허 심사 기준 정보 교환을 위한 방법을 모색한다.

c. 한국 우주항공청, 멕시코 디지털전환통신청, 멕시코 우주청 간에 협력 프로젝트 발굴과 개발을 위해 양해각서 체결을 포함한 평화적 목적의 우주협력을 추진한다.

d. 2026년 하반기 한국 외교부, 한국 우주항공청, 멕시코 디지털전환통신청이 공동 주관하는 ‘한-멕시코 우주의 날’ 개최 등 양국 우주 산업계 간 교류와 상호 이해 증진을 촉진하여 잠재적 협력을 모색한다.

e. 한국 기획재정부와 멕시코 외교부 간 지식공유프로그램(KSP) 사업 출범 등을 포함하여 중남미 우주청(ALCE) 회원국의 우주정책과 산업전략 수립 지원을 위해 협력한다.

문화 및 교육

a. 양국 간 문화 및 예술 분야에서 정례적 교류를 증진하기 위해, 정보교류, 역량 강화사업, 공동제작 및 창작 증진을 위한 실무작업반 설치와 행사 개최를 위한 문화행사 시설의 활용 등 문화유산, 창조산업 및 예술 분야에서 지속 중인 협력을 증진한다.

b. 대규모 인프라 및 개발사업의 영향을 받는 고고학 유산의 조사, 기록, 보존 및 지속가능한 관리와 전문가 교류 및 공동연구에 중점을 두고, 2027년 양자 심포지엄을 시작으로 문화유산의 보존 및 관리를 위한 협력체계를 구축한다.

c. 신규 장학사업 신설 가능성을 모색하기 위해 2026년 하반기 한국 교육부와 멕시코 외교부 간 공동 실무작업반을 설치하는 것을 포함하여, 양국 간 학생 교류를 장려한다.

d. 한국대학교육협의회와 멕시코대학협회 간 한-멕시코 대학총장포럼 재개를 장려하는 등 양국 간 학술교류를 증진한다.

e. 어린 시절부터 청렴 문화와 시민의식을 함양하고, 부패 예방 문화에 익숙해지도록 방법론, 교육자료, 체험형 학습도구, 교원연수, 청소년 참여사업 및 공동 활동 교류 등을 통해 어린이와 청년의 청렴 및 반부패 교육을 위한 협력을 증진한다.

f. 반부패기관에 대한 국민 신뢰 제고를 위해 부패 및 청렴 인식 측정, 원활한 정책 성과 전달, 시민참여 강화, 증거 기반 사업 개발을 위한 방법론을 교류하는 등 반부패 노력에 시민참여 및 공공인식 제고를 위한 협력을 장려한다.

농업, 수산업 및 축산업

a. 한국 농촌진흥청과 멕시코 국립 산림‧농업‧축산연구청 간 실무작업반 설치 등 양국이 직면한 공동의 과제 해결을 위해 농업 기술과 산업 분야 협력을 강화한다.

b. 한국으로 수출되는 수산물 제품의 안전을 확보하고 원활한 수출 절차를 위해 멕시코 보건안전보호위원회가 관리하는 관련 등록, 위생증명서 절차 등에서 협력한다.

c. 한국 식품의약품안전처와 멕시코 농업농촌개발부 간 축산물 전자증명에 관한 협력을 증진한다.

d. 한국 해양수산부와 멕시코 해군부가 발급하는 해기사의 훈련과 면허증의 상호 인정을 포함하여 해양 분야 협력을 강화한다.

국방, 치안 및 반부패

a. 정책대화, 인적교류, 연구개발 및 방위산업협력을 통해 국방협력을 확대한다.

b. 초국가범죄 대응에 있어 평화와 치안, 정보 공유, 모범 사례 교류에 관한 포괄적 협력을 위해 한국 경찰청과 멕시코 공공안전부 간 전략적 협력체계를 구축한다.

c. 한국 국민권익위원회와 멕시코 반부패좋은행정부 간 정책, 방법론, 공개 가능한 정보, 모범사례 교류를 통해 제도적 협력을 강화하고, 부패예방, 청렴, 교육, 전문화, 시민참여 및 기관 역량 강화 분야의 공동프로그램을 개발한다.

d. 부정행위가 발생하기 전에 부패 취약 분야를 사전에 식별하고 대응하기 위한 위험 요인 분석, 조기경보체계, 이해충돌 방지, 청렴성 평가, 데이터 분석, 대응체계를 위한 방법론 등 부패 위험 예방 및 청렴 관리 분야의 기술적 협력을 증진한다.

Korea-Mexico Joint Action Plan 2026-2030

On the occasion of the State Visit of H.E. Lee Jae Myung, President of the Republic of Korea, to the United Mexican States, President Lee and H.E. Claudia Sheinbaum Pardo, President of the United Mexican States, held a summit meeting on September 24th 2026 and agreed as follows:

Cooperation Mechanisms

a. Promote regular high-level exchanges, including high-level meetings on the margins of multilateral events;

b. Hold regular meetings of the bilateral High-Level Policy Consultation at the vice-minister of Foreign Affairs level;

c. Resume meetings of the Joint Committee on Economic, Scientific and Technical Cooperation and convene them annually at the deputy-minister of Foreign Affairs level, beginning in 2027 in the Republic of Korea;

d. Further enhance cooperation in addressing global challenges and strengthening multilateralism, including through active participation in MIKTA at all levels, from Senior Officials’ Meetings and Foreign Ministers’ Meetings to Leaders’ Gatherings;

e. Strengthen cooperation within the Asia-Pacific Economic Cooperation (APEC), including by supporting the implementation of the APEC Artificial Intelligence Initiative through its mid-term review in 2028 during Mexico’s APEC host year;

f. Strengthen coordination and cooperation within the G20 to ensure that the G20 continues to evolve as the premier forum for international economic cooperation, with a view to Korea’s Presidency in 2028 and Mexico’s bid for the G20 Presidency in 2029.

Trade, Finance, Investment and Development Cooperation

a. Further strengthen the bilateral economic relationship based on mutual benefit, with a particular focus on enhancing cooperation and promoting investment between the two countries;

b. Welcome the successful conclusion of negotiations and work toward finalizing and signing the modernized Agreement between the Government of the Republic of Korea and the Government of the United Mexican States for the Promotion and Reciprocal Protection of Investments to strengthen the institutional foundations for investment;

c. Strengthen financial cooperation, including entering into discussions regarding the establishment of an Interbank Credit Facility in the amount up to USD 100 million between the Export-Import Bank of Korea and Banco Nacional de Comercio Exterior;

d. Establish the Korea-Mexico Forum on International Development Cooperation as a high-level dialogue mechanism, with a view to discussing shared priorities in each side’s development cooperation policies and exploring potential avenues for strategic and field-level collaboration in Latin America and the Caribbean in the second half of 2027;

e. Discuss practical arrangements for IP data exchange between the Ministry of Intellectual Property of Korea (MOIP) and the Mexican Institute of Industrial Property (IMPI);

f. Continue bilateral efforts to help distinguish between counterfeit and authentic goods, including by organizing seminars between MOIP’s IP-Center and IMPI;

g. Promote the exchange of risk information on high-risk cargo and the sharing of knowledge and experience in AI-based customs administration, including through the establishment of a working group between the Korea Customs Service and the National Customs Agency (ANAM) of Mexico;

h. Strengthen bilateral cooperation in water-related matters, through closer engagement between AMEXCID and K-water, to promote knowledge-sharing, capacity-building and the exploration of potential joint projects in areas of mutual interest.

AI and Space

a. Pursue cooperation in the field of AI and digital government through activities such as the sharing of best practices, the exchange of experts, policy consultations, and technical assistance between the Ministry of the Interior and Safety of Korea and the Agency for Digital Transformation and Telecommunications (ATDT) of Mexico;

b. Explore ways to exchange information between MOIP and IMPI on examination criteria for AI-related inventions;

c. Pursue space cooperation for peaceful purposes, including through the signing of a Memorandum of Understanding between the Korea AeroSpace Administration (KASA), ATDT, and the Mexican Space Agency (AEM) to identify and develop cooperative projects;

d. Promote networking and mutual understanding between the space industries of the two countries, with a view to exploring potential cooperation, including through the organization of a Korea-Mexico Space Day in the second half of 2026, to be jointly convened by the Ministry of Foreign Affairs of Korea, KASA, and ATDT;

e. Cooperate to support the member states of the Latin American and Caribbean Space Agency (ALCE) in developing space policies and industrial strategies, including through the launch of a project under the Knowledge Sharing Program between the Ministry of Finance and Economy of Korea and the Ministry of Foreign Affairs of Mexico;

Culture and Education

a. Promote ongoing cooperation in the fields of cultural heritage, creative industries and the arts, including through the establishment of a working group for information exchange, capacity-building initiatives, the promotion of co-production and co-creation, and the use of cultural spaces for hosting events, with the aim of fostering regular exchanges in the fields of culture and the arts between the two countries;

b. Establish a cooperative mechanism for the preservation and management of cultural heritage, with a particular focus on the survey, documentation, conservation, and sustainable management of archaeological heritage affected by large-scale infrastructure

and development projects, as well as expert exchanges and joint research, beginning with a bilateral symposium in 2027;

c. Encourage student exchanges between the two countries, including through the establishment of a joint working group between the Ministry of Education of Korea and the Ministry of Foreign Affairs of Mexico in the second half of 2026 to explore the possibility of creating of a new scholarship program;

d. Promote academic exchanges between the two countries, including by encouraging the resumption of the Korea-Mexico University Presidents’ Forum between the Korean Council for University Education and the National Association of Universities and Higher Education Institutions (ANUIES);

e. Promote cooperation on integrity and anti-corruption education for children and youth, including through the exchange of methodologies, educational materials, experiential learning tools, teacher training, youth participation initiatives, and joint activities aimed at strengthening a culture of integrity, civic responsibility, and prevention of corruption from an early age;

f. Encourage cooperation on citizen engagement and public awareness of anti-corruption efforts, including the exchange of methodologies for measuring corruption and integrity perceptions, communicating policy results in an accessible manner, strengthening citizen participation, and developing evidence-based initiatives aimed at increasing public trust in anti-corruption institutions.

Agriculture, Fishery and Livestock

a. Strengthen cooperation in agricultural technology and industry to address common challenges facing the two countries, including through the establishment of a working group between the Rural Development Administration of Korea (RDA) and the National Institute for Forestry, Agriculture and Livestock Research of Mexico (INIFAP);

b. Cooperate to ensure the safety of Mexican fishery products exported to Korea and facilitate the export process, including the associated registration and health certification procedures administered by the Federal Commission for the Protection against Sanitary Risks (COFEPRIS) on the Mexican side;

c. Promote cooperation on electronic certification for livestock products between the Ministry of Food and Drug Safety of Korea and the Ministry of Agriculture and Rural Development of Mexico (SADER);

d. Strengthen cooperation on maritime affairs, including through the mutual recognition of seafarers’ training and certificates of competency issued by the Ministry of Oceans and Fisheries of Korea and the Secretariat of the Navy of Mexico.

Defense, Security and Anti-corruption

a. Expand defense cooperation through policy dialogue, personnel exchanges, research and development, and defense industrial cooperation;

b. Establish a strategic mechanism between the Korean National Police Agency and the

Ministry of Security and Citizen Protection of Mexico (SSPC) for comprehensive cooperation on peace and security, information sharing, and the exchange of best practices in combating transnational crime;

c. Strengthen institutional cooperation between the Ministry of Anti-Corruption and Good Governance of Mexico and the Anti-Corruption and Civil Rights Commission of Korea through the exchange of policies, methodologies, non-confidential information, and best practices, and develop joint programs on corruption prevention, integrity, education, professionalization, citizen participation, and institutional capacity-building;

d. Promote technical cooperation on corruption risk prevention and integrity management, including methodologies for risk mapping, early-warning systems, conflict-of-interest prevention, integrity assessments, data analytics, and mechanisms to identify and address corruption-prone areas before irregularities occur.
